Contracting Out

CSUN may contract work out, provided that the contracting out does not displace bargaining unit employees, and that the provisions of the Collective Bargaining Agreements (CBAs) are followed, such as providing Notice to the Union. Employee Relations (in Human Resources) is responsible for providing such notice. The Purchasing Department and Employee Relations work together to ensure compliance.

CSU employees (except for those with teaching and research responsibilities) may not contract on their own behalf as an independent contractor to provide services or goods, according to the Public Contract Code.

However, in some situations, departments may hire CSU employees for additional employment. Additional Employment is the term used to describe any employee compensated by the CSU (regardless of the source of funding) that is in addition to the primary or normal work assignment for which the employee is employed. The Additional Employment policy establishes reasonable limits on the total amount of employment an individual may have with the CSU. This policy applies to the assignment of additional employment to employees in any regular CSU program or auxiliary organization.
